SOURDOUGH RURAL FIRE DISTRICT MINUTES

REGULAR MEETING MINUTES SEPTEMBER 19, 2005

 

The Regular Meeting of the Sourdough Rural Fire District was called to order at the South 3 rd Fire Station at 7:40 PM, by Vice Chairman Dayhuff. Present were Trustees Larimer, Geddes and Bachman. Absent was Kraft. Chief Crandell and COC Rose and media advisor Dennis Carlson were also present.

 

  • Agenda review: No changes
  • Consent agenda: Financial report: It was noted that the report was prepared by Ester Allen, working under supervision of bookkeeper, Scott Mueller. Pete moved and Randy seconded for approval of the report and warrants cited > $500 for signature. Passed without objection.
  • Minutes: August minutes were presented; Pete moved and Don seconded. Passed without objection.
  • Chief’s report: Highlights: The recently purchased (by Rae) used water tanker was placed in service. SFD has the opportunity to purchase ½ interest if funds are available. Ongoing purchase of PPE will be reimbursed by about $24,000 of federal grant funds which will be a reimbursement. The staff produced newsletter was mailed to each district household (one occupant) as a cost effective ($1,600 for 1400) multi-task piece that publicized the pancake breakfast (October 8) and service opportunities. In-kind donation was made by downtown Insty-Prints. Chief’s Report was entered in the record. (Trustee Kraft joins meeting)
  • COC input: Kandy Rose related difficulties in gaining information on Hyalite Dam failure response scenarios from administrating agencies. She will continue her efforts.
  • The district assessment was discussed in terms of a mil-levy request through a district “service election” in the spring of 2006. Recent and pending Gallatin County bond issues are being watched closely.
  • Rae-Sourdough Interlocal Agreement – the Board asked that staff look at a range of possibilities for joint governance of the two departments given the separate funding mechanisms of a District and Service Area. Chris Grey will be contacted.
  • Mystic Heights water use agreement . An agreement has been drafted with the Mystic Heights Property Owners providing for use of their fire water fill site. Steve moved and Pete seconded to authorize Chief Crandell to sign such an agreement on behalf of the Sourdough Fire District. Passed without objection.
  • Chiefs evaluation process – Service recipient feed-back as evaluation tool; discussion was deferred to next meeting.
  • Katrina discussion – A general discussion on emergency preparedness was held in view of the Gulf coast disaster. Conclusions were that mass disaster – earthquake, haz-mat spill were foreseeable events. Disaster preparedness policies and procedures are being coordinated county wide.
  • Announcements: The 23 rd annual pancake breakfast will be held at the Sourdough Station on Saturday, October 8 from 7 AM to 11AM.
  • Next meeting – the next meeting will be held on October 24 to accommodate trustee schedules.
