DRAFT DRAFT The regular monthly meeting of the Sourdough Rural Fire District was held on November 17, 2003 at the 3rd Avenue Station. Chairman Kraft called the meeting to order at 7:35 PM. All trustees were present. Also present were COC Rose, Chief Crandell and Big Sky Fire Chief Jason Revisky. • The minutes of the regular September 15 meeting were presented.
Geddes moved for approval, and Dayhuff seconded. Passed and placed in
the record. • The media and community relations' briefing was deferred until
the December meeting. "Packet material": The board wants the financial report mailed to each individual prior to the meeting, preferably to be received by Friday. The board also requested the Chief's Report be either mailed or transmitted electronically on the Friday before the meeting, and that a run report be regularly provided to the board. "Board meeting": It was generally agreed that our board meetings are not always efficient and to the point as they could be. Future meetings will include an "agenda review" after the call to order. "By Laws": We stated that the By Laws have been under review by Chris Grey for a year. The Chief was asked to follow up on the progress of that review. • Goal information gathering: Recruitment and Retention. Guidance on this topic was provide through the "5 Step Process for Estabishment of a New Goal" provided by Kandy Rose and included in the record. It was agreed that we are in the 3rd stage of this process. Chief Crandell introduced Jason Revisky, Chief, Big Sky Fire District. Chief Revisky gave an overview of his district and responsibilities. In addition to his position there are four other paid staff in the department, in addition to 24 volunteers. They have two stations with several fire trucks and provide medical response and transport with two ambulances. The district includes the resort areas, commercial and residential structures and the Gallatin Canyon from Karst to the Corral Steak House. The board along with the two chiefs and Kandy Rose had a long and wide ranging discussion on specific Sourdough issues including changing demographics, barriers to service, high service expectations, retention of senior staff and development of senior skills out of cadre, facility improvement (Sourdough Station) and how to accomplish service mission with fixed assets and taxing limitations. Chief Revisky discussed BSD strategies including paid staff, advancement to paid position from w/in cadre, community education as a recruitment tool, top notch apparatus and facilities, personal protection equipment, and training. Also, there should be understanding and contribution (1/2 wage for call time) from employers. Flyers at local business, are an effective recruiting tool. Volunteer rotation in and out of call order and leave on request is utilized. Family considerations are paramount, and input from spouses/partners is important in understanding retention issues. The board decided to frame the problem at the December meeting, within the first goal of providing adequate and standard service. • The Chiefs report was presented and is included in the record. When asked about cost overrun and delays in apparatus delivery and Cottonwood Station completion the Chief estimated we are about $150,000 over for trucks (with 1000 labor hours left on #2) and about $100,000 over on the Cottonwood Station. The chief felt we could manage these overages through sale of old E-7 and other mechanisms. The meeting was adjourned at 11:10 PM
