SOURDOUGH RURAL FIRE DISTRICT MINUTES The regular meeting of the Sourdough Rural Fire District was held on August 18, 2003 at the 3rd Avenue Station. Vice-Chairman Dayhuff called the meeting to order at 7:40 PM. Chief Crandell, COC Rose, and Rae Trustee Lucas were present. Trustees Kraft and Larimer were not present. (Kraft assumed the chair at 8:15 PM) • The minutes of the regular July 21 Meeting were presented. Geddes moved for approval; Bachman seconded. Passed and placed in the record. The minutes of the Special Budget Meeting of August 11 were presented. Bachman moved for approval; Dayhuff seconded. Paced and placed in the record. • The Treasurer's report was presented. Geddes moved for approval of the report and to sign warrants > $300; Dayhuff seconded. Passed and placed in the record. • The Chief's report was presented and placed in the record. South Station construction is entering Phase II with considerable progress on interior work. Joint Sourdough/Rae weekly training is being conducted on the adjacent facilities. Apparatus assembly continues. The 1st truck should be complete in September. Interagency guidelines continue to evolve within the Operations Plan. Sheriff Cashell has signed off on the LE section. Pete will draft a letter to the Gallatin National Forest requesting a meeting to discuss mutual communication and operational coordination. Staff is concerned with the subdivision preliminary plat process, which appears to preclude any definitive fire protection requirement. Protection requirements would be most effectively discussed and determined at this stage. Final plat and subdivision design stages could be too late in the process to effectively deal with these issues. Many developers are able to accommodate protection concerns prior to this stage but others choose not to proactively respond. This issue will continue as a point of discussion between the District and County Commission. A letter from County Attorney Lambert to the MT AG requesting an opinion over interests conlicts regarding disputes between fire service are and fire district jurisdictions was accepted into the record. • Executive Limitations were discussed. Revised statements will be presented at the September meeting for consideration and adoption • Future SFD Goal discussion focused on member recruitment. There are difficulties in recruiting and retaining firefighters beyond a several year period. Strength is adequate for protection commitments, but the burden is being borne by fewer than optimum personnel. The Chief will provide a human resources needs assessment at the next meeting, in an effort to develop incentives as a recruitment element. • The meeting was adjourned at 10:30 PM
