SOURDOUGH RURAL FIRE DISTRICT MINUTES
March 17, 2003

The regular monthly meeting of the Sourdough Rural Fire District was held on March 17, 2003 at the Triple Tree Home Owners Association Meeting Building, 3 Triple Tree Drive . Chairman Kraft called the meeting to order at 9 PM. All trustees were present, except Geddes. Chief Crandell and SFD Supporter Kandy Rose were present, as was Belgrade FD Trustee Gil Moore. (Note: A work session on governance policy was noticed and held at this location from 7 PM until the meeting was convened.)
Minutes of the February 17 meeting were presented. Dayhuff moved for approval; Larimer seconded. Passed and placed in record.
The Treasurers report was deferred until later in the meeting.
Chief Crandell introduced BFD Trustee Moore who explained pending legislation (SB 368) that would severely limit the dispersal of impact fees collected by Montana counties. The measure is opposed by the Montana Fire Alliance, Montana Association of Counties, City of Bozeman and other entities. Moore suggested that an SFD trustee join him in Helena on March 18 to speak with proponents and opponents who will be meeting that day. Randy will try to attend.
The Chief's Report was presented and included in the record. Highlights: Phase I construction continues on the Cottonwood Station with steel erection commencing the end of this week. Phase II will be offered to qualified contractors this week. Apparatus assembly is progressing on schedule with delivery dates at the end of April and May. The chief asked that disposal through sale of E-7 and the tender be placed on the April agenda. He will solicit interest in the purchase of these apparatus. The web development is progressing. A cursory review of two questionable bridges had been requested by the Chief. The report (included in the record) was presented with the conclusion that the Black Bear (Hyalite Ck.) and Cottonwood Ditch bridges are not adequate to safely support (the) 54,000 lb. fire truck.
Governance policy work session report: The work session just concluded was very productive. Larimer and Rose will compile the results to present at the April meeting for ratification.
Impact Fee Resolution: Bachman submitted a draft for review by the County administrative officer. Specific items for purchase need to be included on the resolution body before it can be finalized. The resolution will be considered at the April meeting

Trustee activities: Bachman had distributed an article (e-mail) by a LaPlata County, Colorado Sheriff's officer on the Missionary Ridge Fire and interagency coordination.
Other business: Wildland Fire Operation Plan: Chief Crandell presented a comprehensive plan for Sourdough and Rae Fire Departments. This Plan is in four parts including incident and safety planning; Street index maps; Scale maps with area designation, specific control points and resource locations; jurisdictional maps; and general command information. Each trustee received a copy. Additional copies will be broadly distributed. Chief Crandell was commended for this monumental work which will serve as a model for other Fire Districts and county jurisdictions.
The Treasurers report was submitted by Bachman. The trustees reviewed the report. Dayhuff moved for approval of the report and approval of the warrants > $300. Larimer seconded. Passed and placed in the record.
