SOURDOUGH RURAL FIRE DISTRICT
December 17, 2001

The regular meeting of the Sourdough Rural Fire District Board of Trustees was called to order by Chairman Dave Kraft at 7:35 PM on December 17, 2001. Trustees present were Kraft, Bachman, Dayhuff, Geddes and Harper. Also present was Chief Crandell and Rae Volunteer, Dave Lucas.

The minutes of the November 19 meeting were presented and were approved upon motion by Geddes and second by Dayhuff.

The Treasurers report was presented. Geddes noted that the Loan Revenue block indicating the Farmers State Bank Credit line of $45,000 should be removed and replaced (in the next report) with First Security Bank (Bozeman) Credit line of $750,000. Bookkeeper Scott Mueller will be instructed to make this change.

The Chief's Report was presented and is included in the record. Highlights include response to several working residential structure fires on mutual aid during the month. Community Outreach continues as a priority initiative for the District. Creation of Community Emergency Response Teams for neighborhoods through homeowner associations is a goal, and is in process in the Hyalite Meadows Subdivision. Kandy Rose was recognized by the board for her leadership in this program. Geddes will draft a letter of commendation for these efforts.

Action plan implementation continues. Two perspective contractors have inspected the station for waste water system installation. Contract award through Allied Engineering administration should be this week. There is a possibility that work can commence and be completed yet this season.

Design work on the Cottonwood Station continues. Square foot estimates will be developed by a master contractor to aid in bid specifications. It is proposed that Rae/Sourdough will act as employers for supervisory master contractor and work force that will in part be made up of Rae/Sourdough personnel at hourly rate. Advantages include employment for district volunteers, accountability, on-site staffing hours and cost savings.

Apparatus purchase proposal is to acquire two all-wheel drive twin axle crew cab International chassis with components to include 1700 gallon water tank capacity, compressed air foam and bumper mounted pump and run deluge gun. Components will be assembled and/or fabricated locally. Total costs will be at $608,000 with completion of 1st vehicle by mid-fall of 2002. The board inspected similar Rae District apparatus in the station yard, and returned to the meeting to instruct Chief Crandell to proceed with the proposal, and continue with updated information at the next meeting. A reduced size drawing of the major components and completed truck is included in the record.

Bachman reported on the successful completion of the loan application process as authorized at the November meeting. The district now has a line of credit for $750,000 at the 1st Security Bank. It is anticipated the first draw will be in May for apparatus chassis and component purchase.

Bachman presented a Memorandum from Gallatin County Clerk Shelly Vance regarding annual election of fire district trustees. Elections will be held on May 7th with petitions due February 21st. SFD will pass an election resolution at the January meeting, determining how many trustee positions will expire and will forward to the Clerk at that time. (The three year terms for Dayhuff and Bachman expire in May 2002.) Bachman will place this item on the January agenda.

A discussion was held with the chief on relations with other districts and agencies during interface fire incidents. Chief Crandell was directed to develop a report on this matter to present at the January meeting.
